About Our Client
Our client is a Europe leading pharmaceutical company, they are investing heavily to build up their own R&D center in Shanghai, the whole construction will take 8 years to complete, they are looking for a sourcing head to look after the construction phase purchasing, bidding and tendering, lab equipments as well as indirect services for daily operation.

Job Description

• Develop and implement Department objectives and priorities, using company’s category management framework
• Train and manage Sourcing staff to Evaluate supplier marketplace and ensure sufficient diversity of qualified suppliers
• Ensure major spend activities are under agreement, derived from transparent RFI, RFP, and bidding processes , with the primary focus on total cost of ownership
• Develop negotiating skill of staff by taking active “behind the scenes” role in major vendor negotiations
• Develop skill among staff to manage vendor relationships and vendor relationship programs
• Manage or facilitate the implementation of proper procurement transactions in support of negotiated agreements
• Develop and administer spend, efficiencies, and supplier performance monitoring programs and corrective action processes for China-based sourcing
• Coordinate activities of US/Europe and China sourcing in support of related supplier relationship

The Successful Applicant

• 10 years+ general procurement experience, of which 5 years+ should relate to managing sourcing of large spend categories, ideally in an R&D or laboratory setting. Background in working on multi-national projects a plus
• Proven vendor management, negotiations, and contract development skills and experience, with the ability to effectively persuade internal and external upper management level contacts
• Pr oven people management skills with the ability to motivate, review and establish goals and assessment of employees within company policies and procedures
